Colleagues from Turkey will intervene live via electronic communication.

For many years in Turkey, the researchers, academics and students have been subjected to systematic violations of freedom of research and teaching. Since 2010, this repression has grown through an extensive use of the ‘anti-terror’ law: academics have been sued, tried and imprisoned, charged with ‘terrorism’ or ‘complicity of terrorism’. Eminent figures engaged in research and intellectual diffusion, such as the political scientist Buşra Ersanlı, a specialist of constitutional law, and the publisher Ragıp Zarakolu, have been preventively put in jail with the expectation of endless trials, thereby violating the elementary rights of those to be tried. In France and throughout the world, support was organized, in particular with the creation of the International Work Group on ‘Academic Liberty and Freedom of Research in Turkey’ (GIT).

A new step in this criminalization of academics occurred when all 1128 signatories of a petition were charged with ‘terrorism’. The petition was launched on January 10, 2016 by academics, researchers, and intellectuals from Turkey, who declared that, as ‘Academics for Peace’, they would not be ‘a party to this crime’. They stated their opposition to the mass war operations led by the Turkish state in the regions of the country with Kurdish majority and where the PKK is waging an armed struggle. Siding with civil society and committed to its survival, the signatories consider that the duty of the government is to ensure the safety of the populations, not submit them to terror. They called for resuming of the peace process with the PKK, that has unilaterally been abandoned by the government thus reactivating a ‘30-years war’ against the Kurds from Turkey.

On January 18, 2016, a meeting was organized at EHESS to report on the threats that were immediately proffered against the signatories and the repression that followed. Numerous letters of protest as well as international petitions were launched, among them one from France (gitfrance.fr). More than 10 000 academics, journalists, filmmakers, unionists, members of liberal professions throughout the world have voiced publicly their support for the ‘Academics for Peace’.

On March 15, 2016, three academics signatories of the petition were arrested, charged by Istanbul Assistant Prosecutor with ‘propaganda for a terrorist organisation’; they had organized on March 10 a press conference. Esra Mungan (Bogazici University), Muzaffer Kaya (fired from Nisantasi University) and Kıvanç Ersoy (Mimar Sinan University) are imprisoned pending trial. On March 31, Meral Camcı (fired from Yeni Yuzyil University) was also imprisoned pending trial after her return from Paris. Moreover, the government has drafted a new bill providing that ‘academics who get involved in separatist claims or terror activities, or supporting such actions will lose their public office’.

On March 18, 2016, the 28 European heads of state and the Turkish Prime Minister signed an agreement stating that Turkey will keep within its territory the nearly three million refugees and migrants (under which living conditions?). In violation of asylum rights, the agreement also states that after April 4 any migrants setting off from Turkey and arriving to the Greek islands would be returned to Turkey. Moreover, the EU committed to ‘reinstalling’ one Syrian refugee from a Turkish camp for each Syrian refugee ‘returned’ to Turkey from Greece. The EU will give to Turkey three extra billion euros: in total 6 billion euros have been promised since November 2015. Tacitly, EU turns a blind eye on a repression that is inflicted in violation of human rights not only upon the Kurdish population but also upon academics, journalists, magistrates, lawyers, unionists etc. The aim of the Turkish government is to annihilate any contestation emanating from the civil society.

This mass repression of academic freedom is but one sign of a deeply worrisome situation of State violence in Turkey. The massive academic mobilisation growing throughout the world to support ‘Academics for Peace’ in Turkey allows for the creation of a Academics for Peace International Support Committee, which is the goal of the April 13, 2016 conference to be held at EHESS.

Dear friends and colleagues,

As you know, three of our colleagues are still in prison. Assist. Prof. Esra Mungan from Bogazici University is under solitary confinement at the Bakirkoy Womens' Prison in Istanbul. Yesterday, she was transferred to another cell, which is smaller, filthier and stuffier, for no valid reason at all. Dr. Muzaffer Kaya (dismissed from Nisantasi University) and Assoc. Prof. Kıvanc Ersoy from Mimar Sinan University were transferred to the Silivri Prison a hundred kilometers away from the city center. The two academics at Silivri are also under solitary confinement. Each is made to stay alone in cells designed for three people. They are not allowed to see each other or any others. All their books were confiscated with the promise that they would be given back later. They are given nothing except for a pen and a notebook. They underwent naked search when they first arrived at Silivri and were kept naked for twenty minutes. We think that all of these measures are intended to intimidate academics and produce an atmosphere of fear.

A fourth colleague, Assist. Prof. Meral Camci (dismissed from Istanbul Yeni Yuzyil University), was abroad when the police came for her and hasn't come back to Turkey ever since. A fifth colleague, Chris Stephenson of Bilgi University, was first arrested and deported, but the ban on his return has been lifted. He is presently in Turkey where he's been living for the past 20 years.

Also, reports in mainstream media state that the prosecutor will ask for 1.5 to 7.5 years of imprisonment for these academics, who are charged of "terrorist propaganda" for signing a peace petition. They have been singled out among 1118 initial signatories for having organized a press conference on March 10 to reveal actions taken by universities against the signatories.

Another alarming development is the draft law prepared by the government to provide a legal basis for dismissing academics, depriving them of civil servant status and even retirement pensions, and giving the Higher Education Board (YÖK) the right to directly open administrative investigations against academics. Although a handful, some universities continue to resist the pressure to take administrative action against the signatories. Among them are Bogazici University, Sabanci University, Mimar Sinan University, and Galatasaray University from Istanbul.

Suggested solidarity strategies against this degrading treatment and unlawful arrest:

1) Spread the information among international academic institutions and media through opinion pieces, petitions, letters to high standing officials (US, EU, Turkey) and through social media.

2) Cancel all conferences organized jointly with Turkish universities that have punished or pursued academics having signed the peace petition (cf. list attached).

Une conférence aura lieu à l’Ecole des hautes études en sciences sociales le mercredi 13 avril, de 14h à 17h30 (amphithéâtre François-Furet, 105 boulevard Raspail, 75006 Paris), sur la répression dont sont victimes les universitaires de Turquie dans leur action pour la paix. Cette conférence doit présider à la création d’un :

« Comité international de soutien aux Universitaires pour la paix (Academics for Peace International Support Committee/ Barış İçin Akademisyenlerle Uluslararası Dayanışma Komitesi) »

Avec la participation du Groupe international de travail « Liberté de recherche et d’enseignement en Turquie » (GIT), de la section EHESS de la Ligue des droits de l’homme,, de l’Association française de science politique, d’enseignants-chercheurs des universités Paris-Descartes, Paris 10, Paris 8, Paris 1, Strasbourg, etc. Des communications par voie électronique seront établies avec des collègues de Turquie.

Forte de nombreux chercheurs, universitaires, enseignants et étudiants, la Turquie est le théâtre depuis de nombreuses années de violation systématique de la liberté de recherche et d’enseignement à laquelle cette communauté intellectuelle et la société civile sont très attachées. Cette répression s’est accentuée depuis 2010, par l’usage de plus en plus fréquent de la loi « anti-terreur » qui a débouché sur des procès et des mises en détention pour « terrorisme » ou « complicité de terrorisme ». D’éminentes figures de la recherche et de sa transmission, comme la constitutionnaliste Buşra Ersanlı et l’éditeur Ragıp Zarakolu, ont été emprisonnés préventivement dans l’attente de procès interminables, contraires aux droits élémentaires des justiciables. La solidarité s’est organisée en France et dans le monde, avec la création notamment du Groupe international de travail « Liberté de recherche et d’enseignement en Turquie » (GIT).

Une nouvelle étape de la criminalisation de la recherche et de l’enseignement a été franchie par les poursuites, pour les mêmes motifs de « terrorisme », de l’ensemble des signataires (1128) d’une pétition annonçant, le 10 janvier 2016, qu’ils ne seront pas « complices de ce crime ». Universitaires, chercheurs, intellectuels de Turquie entendent par cette déclaration solenelle s’opposer aux opérations massives de guerre de l’Etat turc dans les régions à majorité kurde du pays confrontées à la lutte armée de l’organisation PKK. Se plaçant du côté de la société et de sa survie, les signataires estiment qu’il est du devoir des pouvoirs publics d’assurer la sécurité des populations plutôt que de les soumettre à la terreur. Ils appellent à la relance du processus de paix avec le PKK que le gouvernement a unilatéralement stoppé avant de reprendre le cours d’une « guerre de trente ans » contre les Kurdes de Turquie. Le 18 janvier 2016, une réunion d’information est organisée à l’EHESS. De nombreux textes de protestation ainsi que des pétitions internationales sont lancées dont celle de France (gitfrance.fr). Plus de plus de 10 000 universitaires, journalistes, cinéastes, syndicalistes, membres de professions libérales.... expriment ainsi publiquement dans le monde leur solidarité en faveur des « Universitaires pour la paix ».

La 15 mars dernier, trois d’entre eux, signataires de la pétition du 10 janvier et organisateurs d’une conférence de presse (10 mars) sont arrêtés sur ordre du procureur adjoint d’Istanbul au motif de « propagande pour une organisation terroriste ». Esra Mungan (Bogazici University), Muzaffer Kaya (renvoyé de Nisantasi University) et Kıvanç Ersoy (Mimar Sinan University) sont placés en détention dans l’attente de leur procès.

Ces entreprises de persécution massive de la liberté de recherche et d’enseignement traduisent une très inquiétante situation de violence d’Etat en Turquie, au moment même où l’Union européenne confie à ce dernier pays le sort des réfugiés du Moyen-Orient arrivant sur son sol. L’ampleur de la mobilisation académique dans le monde rend possible la création d’un Comité international de soutien aux Universitaires pour la paix, objet de la conférence du 13 avril 2016 à l’EHESS.

Assistant Professor Esra Mungan was put into solitary confinement in Bakırköy Women’s Prison

Assistant Professor Esra Mungan from Bosphorus University is among the 1128 academics who had signed the declaration, titled “We Will Not Be Party to This Crime.” She is among the three academics who were arrested for signing the declaration. Dr. Mungan was put into solitary confinement in Bakırköy Women’s Prison. By the end of the three days long short stay period it was expected that Esra Mungan would be transferred to the ward. The Prison Administration decided that “she is fit to stay in solitary ward.”

'IT IS ALL SEGREGATION CONDITIONS’

Mungan's attorney Meriç Eyüboğlu, said that this decision is definitely unacceptable and that “solitary confinement” means her client is subjected to segregation.

Eyüboğlu noted that Mungan was put into the section reserved for those convicted prisoners with aggravated life imprisonment. “It is all segregation conditions. She has 1,5 hours long right to get fresh air. She is again alone here. She does not meet anybody,” said Eyüboğlu.

OBJECTIONS SUBMITTED

Eyüboğlu noted that it is not clear whether Mungan will be given the right of free visitation once a week, since she is being held in the section where prisoners with right of free visitation once a month are staying. Eyüboğlu said that legal appeals and objections were submitted.

HUMAN RIGHTS VIOLATED

Eyüboğlu noted that the treatment towards Mungan is against law. But beyond that it is against the most basic human rights and that all initiatives at national and international levels will be taken, she added.

ACADEMICS FOR PEACE ARE ALSO STEPPING IN

Eyüboğlu noted that the decision of the prison administration was “inhuman isolation.” Eyüboğlu also added that ‘Academics for Peace’ are also decisive to initiate all kinds of support and solidarity for not leaving their friends alone.

A witch-hunt has ensued and now we hear that scores of academics are being forced to resign and/or are taken under custody throughout the country.

The legal charges against the signatories of the petition range from “demeaning the state” to “propaganda for a terrorist organization.”
